This is Novaculichthys taeniourus or Juvenile rockmover wrasse
That may look like a leaf or seaweed floating in the water. However, it is actually a type of fish. It is a juvenile Rockmover Wrasse (Novaculichthys taeniourus).
They are also referred to as dragon wrasse or reindeer wrasse because of those 2 dorsal spines or antler looking things on the top of their head. Like all other wrasse they have an elongated or torpedo shaped body.
These wrasse look for food by shifting and moving rubble and coral fragments. Adults, which look very different, will work together in pairs. The juveniles do not work in pairs. They are loners and will dive into the sand when they seek protection. Classified as carnivores, the rockmover will look for snails, crabs, worms, and or brittle stars to dine on. They are a very interesting fish to observe, especially when they are moving things around!
